Management of Supply Chain Management Unit, which include the management of all elements of Supply Chain Management, which include, Demand Management, acquisitions, logistic, performance management and risk management of the unit and as well as contract management • Management of SCM policy and Standard Operation Procedures, SCM policy reviews, manage updates and changes in the SCM unit, and ensure compliance with all legislatives framework governing the supply chain management within ANDM • Avoid irregular expenditure and deviations and ensure compliance with all standards issued by National and Provincial Government which include National Treasury COGTA, and Provincial Treasury • Manage audit of SCM unit, internal audit process and ensure that all information is submitted to Auditor General and internal audit unit of ANDM and ensure that all SCM documents are kept in a secured place all times • Ensure ethical conduct in management of SCM matters and the unit, avoidance of conflicts and financial misconduct and any irregular process in management of affairs of SCM, best perform the task and ensure that best interests of ANDM are a priority and are accomplished • Implement and advise the municipality on non-compliance for positive change in the relation to change management within ANDM and particularly on SCM Unit • Manage participate and controls procedure and SCM internal controls process and management • Perform enterprise risk management in line with National Treasury risk management framework and fraud risk management at ANDM, which include risk identification and development of control measures to mitigate risks in all material perspective, and implementations of such recommendations • Perform and participate strategic tasks which include: IDP, Budget, SDBIP of SCM Unit, development of ANDM annual procurements plan, review process and implementation • Assist and ensure smooth running of SCM bid committees which include training and development processes, where necessary • Implement personnel management functions focusing on Recruitment & Selection, Training & Development, Benefit Administration, Payroll processing, and performance management, Skills audit analysis and assist on skills plan • Analyze and Monitor statistical information pertaining to staff attendance & leave overtime & shift to addressing deviations or occurrences of abuse and/ or workplace conflict through the implementation of corrective measure in accordance with human resource policies and procedures.
