ASSISTANT MANAGER: BUDGET AND REPORTING (NOTICE NO 06/2019/2020)

Basic Salary

TOTAL REMUNERATION PACKAGE: R R774 996.70 (ALL INCLUSIVE PACKAGE) STATIONED PLACE: MOUNT AYLIFF (MAIN OFFICES)

Requirement

: grade 12 • NQF Level 06 in the field of Accounting or Finance or National Diploma majoring in Accounting • Computer Literacy • Minimum of five (05) years’ of budget and financial analysis experience of which (03) years must be at supervisory level in a role related to the position. • CPMD will be an added advantage • A Valid driver’s license.

Key Competency Skills

Knowledge of the Local Government sector and applicable legislation • Must have experience in the compilation of Annual Financial Statement and managing the budget.

Key Performance Areas

Lead development of institutional planning and budgeting process • Responsible for managing the municipality’s budgeting system, policies, and processes and working with department budget owners to create and monitor operating budgets • Accountable for preparing and providing financial and narrative reports and analysis to management • Accurate and timely alignment of grants budgets with institutional operating budgets • Compile monthly reports and annual financial statements as required by MFMA • Submit monthly and quarterly reports in terms of DORA requirements to National and Provincial Treasury • Compile and submit monthly financial reports for other related departments and institutions as well as internally • Execute budget management duties and responsibilities according to MFMA and mSCOA • Effectively direct and manage the budget office and related personnel • Assist with the adherence to the budget reforms and working procedures Ensures financial compliance with all legislation applicable to the municipality • Attend to audit queries Closing date: 11 October 2019 Please note: Applicants must submit a completed ANDM Employment Form obtained from our offices or on our website (www.andm.gov.za) and a comprehensive Curriculum Vitae with exposition of their experience and competencies with certified copies of qualifications, Identity document and license where applicable.
